When you begin your search for an artist, there are several sources available to you, and depending on your personal preferences, you will refer to some or all of these options.
Sourcebooks: Think of them as the yellow pages of photography. Large printed volumes filled with advertisements for different photographers or illustrators. These books are sent free of charge to large agencies and design firms. Artists advertising in a sourcebook are typically spending four to ten thousand dollars for an ad in the larger books. Prior to the internet, this was one of the main marketing vehicles for artists. All of the printed sourcebooks have an on-line portfolio presence as well. Check out these to start:

Artist Representatives: Agents for commercial artists, an Artist Representative will usually have many artists to choose from. Often the easiest way to find what you are looking for, is to call an Artist Representative and tell them what style you are looking for, and they will bring you sample works of an Artist that may fit the project. Artist Representatives have websites, where you can browse through their Artists portfolios.

Direct Mail: The more time you put in working in an advertising agency or design firm, the more mailing lists your name is going to appear on. The most common form of direct mail for an Artist or Agent is the postcard. Postcards are a cheap and relatively easy way to show a client new images, and to keep in touch. Some Artists will send out brochures and other promo pieces through the mail, too.
Artist Direct: You may already know an Artist whose style fits your project. There are plenty of independent and freelance photographers and illustrators out there. Try typing any of those terms into Google and you will see.
Magazines or Editorial: Sometimes finding an artist is as easy as flipping through a magazine. Local and regional magazines make a great tool.
